What is the " HIWA Program " ? HIWA – Health Insurance for Work Advancement is the Medicaid Buy-In component of the MIG (Medicaid Infrastructure Grant) Program.
HIWA Nevada’s Medicaid Buy-In program established under the Ticket to Work and Work Incentives Improvement Act (TWWIIA) of 1999. HIWA allows individuals with disabilities who work and meet other eligibility criteria to pay a monthly premium to receive Medicaid benefits. Monthly premiums are calculated by the Division of Welfare and Supportive Services based on the individuals combined net income.
The purposes of the Medicaid Buy-In program developed under the Ticket to Work and Work Incentives Improvement Act of 1999 are:
Provide health care to employed individuals with disabilities in order to reduce the individual’s dependence on cash benefits such as SSI and Social Security Disability Income (SSDI);
Encourage states to adopt the option of allowing individuals with disabilities to purchase Medicaid coverage that is needed to enable them to maintain employment; and
Provide individuals with disabilities the option of obtaining or maintaining Medicaid health coverage while employed.
The goal of the HIWA program is to remove barriers to employment and thereby enable employed or self employed Nevadans with disabilities to maximize their potential for personal growth and independence.
